phony diplomas

I wonder how many people in various fields hold qualifications that are based on diploma 
mills? Does anyoned check? Is this another bubble that will burst in the next few years?
     Could I set up a "non-accredited" university? Does anyone care if the "universities" 
listed on a CV or resume are accredited? Might folks even feel justified in doing this, 
without shame, rationalizing a whole rant against the "establishment"?
