Dear Dale, hi! Thanks for sending out those statements of qualification. (I believe they are also stated clearly on the Board's website.)
Perhaps I or you should send them specifically to Anne Schutzenberger in France, as she began this discussion by asking in effect what the requirements for certification were---and whether they included some of the requirements in Europe, such as writing a thesis etc.
If I read your three missives correctly, the Board has no such requirement. The question, though, isn't what the Board requires---I didn't think it had any requirements for writing papers --- just the written exam, which is a significant act, to be sure--- but whether or not there should be in the future? Or whether there should be any incentive from the Board that would promote writing for the (now-defunct) journal.
I can imagine good arguments either way.
Recently I was talking to a colleague and reminding that person that collaboration in writing is a good idea: One person perhaps with more experience and/or ideas, the other with more writing skills. This happens all the time in academia.
